Not from the console today. The community can be members-only or private, and a plan can gate specific pages and posts. A plan gate on the community itself is not exposed yet.
One plan at a time. A page or post that requires a plan opens for the member who is on exactly that plan and in good standing.
On your site: they sign up, verify their email and, if the community requires it, wait for your approval. There is no import from another platform.
The member shows as past due and loses access to what the plan gates until the payment succeeds; Stripe retries by your account's settings.
No. You can grant a member free access to a plan until a date, which covers a gift by hand; scheduled releases and referral commissions are not built.
